Senior Proposal Manager:

The Senior Proposal Manager will support Proposal Operations in proposal management and development. Requirements for this role include assisting with proposal efforts and supporting strategic capture efforts across the DoD and Intelligence Agencies.

Position Overview:

• Support proposal activities by coordinating and managing the proposal preparation process, including preparing the master proposal schedule, coordinating reviews, creating a compliance matrix and checking for compliance, maintaining task list/tracking items needed and progress, etc.
• Analyze/translate/generate clear and concise proposal content for both technical and non-technical audiences
• Analyze Government solicitations, identify all requirements and criteria for evaluation, prepare the detailed proposal outline and compliance matrix, and support proposal team to translate/generate clear, concise, and compliant proposal content.
• Control and support proposal strategies and tactics, including implementation of themes, discriminators, and ghosts.
• Approve, resolve, and control any RFP exceptions or deviations.
• Prepare status reports and briefings for management; prepare and participate in reviews at all stages in the proposal.
• Ensure that the proposal conforms to the instructions, evaluation criteria, and SOW.
• Define, document, implement, and support continual proposal process improvement.
• Maintain configuration control of the various proposal volumes.
• Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal specifications.
• Integrate the efforts of all involved technical, management, contracts, pricing, and business staff into the proposal development process; similarly, integrate efforts of proposal team staff into the production process.


• Minimum Top Secret clearance
• 8-12 years of direct experience related to proposal support with a government contractor
• Strong written and verbal communication skills
• Ability to support a flexible work schedule
• Excellent time management skills
• Strong attention to detail and ability to review and edit technical writing for typographical, spelling, grammatical, punctuation, acronym callout, and other errors
• Understanding of the full capture lifecycle from pre-to post-RFP phases
• Ability to collect, analyze, and synthesize the data to meet the proposal requirements
• Expertise in understanding and adhering to proposal instructions and evaluation criteria contained in RFPs, RFIs, RFQs, etc.
• Ability to multitask, supporting multiple projects at once and quickly shifting priorities
• Ability to work within the constraints of U.S. Government proposals and within the FAR
• Ability to publish and produce quality proposals
• Experience with Salesforce, Office 365, and SharePoint
